The Community Assistance Team (CATeam) can provide guidance to cities and villages that want to identify markets and can provide a comprehensive plan for the revitalization of downtowns. In addition, county level economic development strategies can also be done.

Downtown Market Studies:
- Identify market areas for downtown.
- Analyze existing downtown retail operations with the purpose of enhancing existing businesses and attracting new businesses.

County-wide Economic Development Studies:
