For Dealers to issue a "new vehicle title" for the manufactured product (MCO), contact the Department of State, Secretary of State at (888) 767-6424.

Further Information:

A manufacturer should furnish a Manufacturer's Certificate of Origin (MCO) to the dealer when a car is shipped. There is no prescribed format for the MCO as long as the required information is contained in the form.  Required information: Manufacturer's Name, Year, Name of Vehicle, Body Style, and Vehicle ID (VIN) #.  If vehicle is built on pre-manufactured chassis purchased from another company, the chassis will come with a VIN #. This number should be used for the finished product. Otherwise, contact the SAE in Warrendale, PA, telephone number (724) 776-4841 x8511, for VIN #.
